一、项目概况。新能源电动汽车产业园项目拟建于洛新产业集聚区，主要是以生产新能源电动汽车（含轻型电动物流车）、重型卡车、客车及核心零部件为主的高科技项目集成园区。新能源电动汽车产业园项目依托洛新产业集聚区装备制造及新材料行业的产业优势，可实现上下游配套发展，提升产业层次。

二、市场分析。2014年全球市场共销售35万辆电动汽车,同比增长53%。据工信部统计，2015年1-6月，中国新能源汽车累计生产7.85万辆，同比增长3倍。新能源汽车市场拥有巨大的前景。

三、建设方案。新能源电动汽车产业园可分为新能源电动汽车园区及核心零部件园区，并依托新能源电动汽车、重型卡车、客车及核心零部件为龙头的高科技项目集聚，建设完善的区域新能源电动汽车产业链，提升产业层次，带动产业发展。通过产业化推广，推动自主研发能力的提高，形成区域汽车产业新的增长点。

四、环境评估。废气、废水、固体废弃物、生活垃圾等按照环保要求，分类收集，达标处理。

五、投资估算及资金筹措。该项目计划总投资50亿元，资金主要来源于投资方，银行贷款。

六、财务评价。按目前市场情况，该项目建成投产后，预计可实现年产值55亿元，实现利税8亿元，提供2000个就业岗位。

New energy-saving electric vehicle industrial park

I. Project Summary

The New Energy-Saving Electric Vehicle Industrial Park is planned for construction in the Luoxin industrial zone. It is a high-tech project integrated park, which mainly produces new energy efficient electric vehicles (including light electric logistics cars), heavy trucks, passenger cars and key components. The project relies on its advantages of equipment manufacturing and new materials, and can realize upstream and downstream supplementary development and upgrade the performances of local industries.

II. Market Analysis

In 2014, the global market sold 350,000 electric cars in total, which had year-on-year growth by 53%. According to the statistics of The Ministry of Industry and Information Technology (MIIT), from January to June 2015, the production quantity of new energy efficient cars in China totaled 78,500, with year-on-year growth of 300%. The new energy-saving vehicle market has great potential.

III. Construction Plan

The New Energy-Saving Electric Vehicle Industrial Park will be divided into two parts: new energy-saving electric vehicle manufacturing zone and key components manufacturing zone. It is a high-tech project cluster area, which depends on new energy efficient electric vehicles, heavy trucks, passenger cars and key components. The construction of manufacturing facilities for the complete regional industrial chain of new energy efficient electric vehicles will improve the industrial capabilities of the area and promote the development of new industries. The popularization of industry production will improve independent R&D capacity, and form new growth points for the regional automobile industry.

IV. Environmental assessment

In accordance with the requirments of the environmental protection regulations，the disposal of waste gases，waste water，solid waste，household garbage，and the other kinds of waste will meet regulatory disposal standards，after seperation and collection.

V. Investment estimation and funding

The total planned investment for this project is 5 billion RMB. The funds will be primarily raised from investors. Local banks may provide loans.

VI. Financial Comments

After completion, it is expected that the project will achieve annual output valued at 5.5 billion CNY, will pay a tax of 800 million CNY on profit
